In the 18th century, women wore shorts, stockings and a type of undergarments, bot no actual panties. Corsets were usually worn under the clothes, but were not regarded as underwear at the time, since they weren't washable. At the beginning of the 19th century, ladies' panties slowly began to gain popularity (though they did have an open crotch!) It wasn't until the year 1900 that undergarments very similar to what we know today began to develop. Clothing items that we nowadays consider to be outerwear are, in fact, an evolved form of underwear from older times; T-Shirts, for example began their existence as mens' undershirts.
